No, NVIDIA PhysX is not available for Intel, AMD or any other company which manufactures graphic cards except nVidia. This is an exclusive technology for most of the Nvidia products. You will need a Nvidia graphics card to benefit from this technology which is mostly used on new games.

Direct3D is a service that comes incorporated in the DirectX service. To download and install DirectX on your computer, visit the following website and click on the download button. After you installed DirectX on your computer, or if you have it installed, to activate Direct3D, you need to go to Start > Run > type dxdiag and press enter. In the new window that opened, go to Display and click on Enable under Direct3D acceleration. Click Save all and Exit.
I believe it has something to do with your BIOS. Typically your BIOS will auto detect hardware and its changes. (Sorry I guess I do not get what/why your asking fully)
I downloaded the latest PhysX version 9.10.0513 but there is no PhysX option in nVidia Control Panel. My card is a nVidia Ge-Force 8400GS.

PhysX is supported by this card but it requires to have the latest version installed as well as the driver. You will find it on the left menu of the Control Panel. It's not necessary to update the software only, the driver needs updating.

If you go to Control Panel > Add/Remove Programs find "NVIDIA PhysX" and it will tell you what version it is right in the name. Then check that against the latest version you can find on Google basically... that would be a general way to do it.
